¶51 The claimant has asked for penalties and attorney fees. They may
be awarded only if the claimant prevails, and he has not. Moreover,
they require a finding that the insurer unreasonably denied his request
for a van. § 39-71-611, MCA (1987-2003), § 39-71-2907, MCA
(1991-2003). Even if I am wrong in denying the claimant a van, I
have found that the insurer acted reasonably in denying the request.
